Can't Use GM Rewards for Data?

Earlier today I called OnStar support to add an unlimited data plan to my coverage.  I have a lot of GM Rewards points so I wanted to use them to pay for the data.  First, the $200/year unlimited data price increased to 30,000 points which is $300/year, which sucks.   Markup of 50% for using those valuable points!    Then the advisor told me he was unable to apply the points "because I'm in Texas."   What the heck????   What does being in Texas have to do with using GM points?   Can someone explain this to me like I am 5?   Thanks.
