Remote Command Only

Can OnStar create a Remote Command Only plan that is complimentary to all owners? FordPass is a similar feature that Ford Motor Company provides to their owners free of charge. For all of us owners with the NG1 system that is no longer supported, the Remote Command feature is the only feature that still works at the lowest level of plans, as paying $15 per month to only be able to remotely lock/unlock/start our vehicles is not worth the cost.
