App download & Mobile app

my 2017 Cadillac XTS luxury I’ve had caddy for four months and I still can’t activate my apps on my Q system and OnStar. I’ve called them five times and I always get support. They say that my plan activated I do connect to the hotspot but I can’t connect to sign in it keeps saying error no service so, I spoke to tier 3 and said can’t access sign in to account told her just bought car. She’s said that it wasn’t active on there end sign privacy report reset system Cue system I’m connected to car WiFi and on star but not activation on there end says going to report it to the higher up says 3to5 days it’s been 3weeks my mobile app shows I’ve got to set up on star even though I’ve got service  The app is horrible. They can’t figure out what the deal is. I went to tier 4 support my and restart it and reset system and app 4times Tseal connected and then they see that app’s not connected so please help me tell me what to do
