I've been having the same issue with the Hotspot for the past month or two. You can toggle the switch over but you must be able to get online - like with your cellular network and NOT the car's network. It's not working regardless - and I DID all the dumb crap to "reset" everything and it doesn't work. Not to mention that no one ever answers the OnStar button no matter what time of the day, you usually have to call the 800 number to get an answer. I don't know but it should be as simple as sending a refresh signal from "base/onstar/att" and I think I found how to do it once but now it's like an Easter egg and lost in the ether. Ugh....
