I don't know if this is a conclusive or general fix, but it worked for me: I logged in to my my.chevrolet.com account on a browser on my Android phone. I then signed out and tried the app again, and it successfully accepted the access code. It may be that the browser interaction allowed the system to establish the phone as a recognized device.
