Vehicle setting in mychevrolet app

Connected vehicle plan 24.99

Looking to purchase a Buick soon I am curious if the Onstar Connected service plan for $24.99 that has unlimited WIFI, do I have to have a separate data plan with AT&T or any other company? Or is it all included in the $24.99. Thank youKellie
