Why does music streaming on OnStar Basics plan not work?

Just wanted to bump this issue - it just happened to me as well. I resolved it by doing a hard restart of the infotainment system - while parked, hold down the "Call Declined" button on the right of the steering wheel for a good 15 seconds. Wait for the screens to come back, and (at least for me) maps and music started streaming again.
