New Telematics Module, No Internet

Loss of GPS
3 weeks at the dealership to replace the telematics module
Returned to me with error message “upgraded OnStar plan required”. When I view plans, it says, Congrats, you have what you need!
Multiple calls to OnStar, no resolution.
Found one post that blames July software upgrade and mentions potential patch, but I haven’t been successful in reaching anyone at OnStar with any technical knowledge; they just want to sell me a data plan.
